The Maine Bureau of Highway Safety (BHS) is partnering with Maine-based professionals to offer free in-person and online safety programming.

In 2025, MMDP team members include Dr. Tom Meuser, a clinical psychologist and applied gerontologist, and Ms. Heather Shields, an occupational therapist and certified driver rehabilitation specialist. A geriatric pharmacist will join the team soon.
Tom retired in June, 2024, from his role as Founding Director of University of New England Center for Excellence in Aging & Health. He’s a recognized expert in driver fitness in aging, having worked in this field for 25+ years. He’s a contract research analyst with the Maine Bureau of Motor Vehicles and is thrilled now to be part of the MMDP.
Heather works with drivers of all ages to assess their medical-functional fitness, potential to benefit from assistive technologies, and other aspects of driving safety through Pathways Driving Rehabilitation Services. “I have helped hundreds of people regain their ability to drive following an acute or chronic medical event, such as a stroke, traumatic brain injury, concussion, spinal cord injury, leg amputation, peripheral neuropathy, multiple sclerosis, dementia, and students with special needs to ensure they have the skills required to take driver’s ed,” says Heather.
Interested in 1-2-hour presentation and/or workshop on how aging and age-related conditions may impact on driving safety? Presentations are available for different audiences, including older adults and their family members, social service professionals, and physicians and other health professionals.
MMDP presentations are intended to be informative, self-empowering, and even fun! Many factors go into safe driving. Older adults have a big advantage: experience. Many self-regulate their own driving to stay as safe as possible. As Tom likes to say “I’d rather drive cross country with a healthy 80-year-old woman driver than a healthy 16-year-old boy in that role!”
